I am commanded by the Army Council to state for the information of the Secretary of State for the Colonies that representations have been received asking for the grant from 1st September, 1917, of a 10% increase on the wages of European War Department Employees at Hong Kong on account of the increased cost of living in consequence of the war and pointing out that the Colonial Government has recently rendered financial aid to its employees at Hong Kong by the grant of a sum of money which it is understood is in respect of rent allowances. I am to enquire whether any such allowance or war bonus has been granted by the Colonial Government to its European civilian employees at Hong Kong, and if so to ask you to be good enough to furnish this Department with particulars thereof and of the classes to which it has been applied. I am also to enquire what were the reasons which led to this grant and in particular whether they are in any way peculiar to the employees of the Colonial Government as distinct from other European employees there.
